简要规格描述或项目基本概况介绍、用途： 本项目为中共上海市浦东新区委员会党校（张东路988号）食堂餐饮管理委托服务。项目位于浦东新区张东路，占地面积67315.6平方米，食堂约600人餐位。餐饮服务时间为早餐7：15—8：40，午餐11:30—12:30，晚餐 17：00—18：30，会议及培训工作餐时间按实际情况另行通知。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project is the entrusted service of canteen catering management of the Party School of the Shanghai Pudong New Area Committee of the Communist Party of China (No. 988 Zhangdong Road). The project is located in Zhangdong Road, Pudong New Area, covering an area of 67,315.6 square meters, with a canteen of about 600 seats. Catering is served from 7:15 to 8:40 for breakfast, 11:30 for lunch and 17:00 to 12:30 for dinner. The working hours of meetings and training will be notified separately according to the actual situation. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限： 本项目一次采购三年有效，合同一年一签，每年经过采购人考核合格后，合同续签一年，最长不超过三年。本次预算服务期限为2025年1月1日至2025年12月31日（本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用。）。

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the price discount of small and medium-sized enterprise products is not implemented during the review. (c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织； （4）须具有《食品经营许可证》，且涵盖承包内容相匹配的经营项目； （5）本项目不允许转包。
