简要规格描述或项目基本概况介绍、用途： 为了进一步改善市容市貌，提高社区居民市容满意度，确保城镇管理的和谐、稳定有序，实现良好的社会治理效果。拟通过政府购买第三方服务的方式，选取一家合格的供应商参与高东镇市容环境、街面秩序管理，充分发挥其在城市管理、五违巡查、各类专项等工作中的辅助支持作用。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: In order to further improve the appearance of the city, improve the satisfaction of community residents, ensure the harmony, stability and order of urban management, and achieve good social governance effects. It is planned to select a qualified supplier to participate in the management of Gaodong Town's city appearance environment and street order through the government's purchase of third-party services, and give full play to its auxiliary support role in urban management, five violations inspection, and various special projects. (For details, please refer to Chapter 3 Procurement Requirements)
合同履约期限： 2025年1月1日起至2025年12月31日。本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标服务日单价及实际服务天数结算给原服务单位。
The Contract Period: from January 1, 2025 to December 31, 2025. If the winning bidder is not the original service unit, the service fee generated during this period will be settled to the original service unit by the winning bidder according to the unit price of the winning service day and the actual number of service days after the completion of the project procurement.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specially for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Welfare units for the disabled, and treat them as small and micro enterprises.
(c)本项目的特定资格要求： （3）具有省市级公安部门核发的有效的“保安服务许可证” （4）须系我国境内依法设立的法人或非法人组织； （5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) Have a valid "security service license" issued by the provincial and municipal public security departments (4) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; (5) Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
