二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 1、符合《中华人民共和国政府采购法》第二十二条规定的供应商。 2、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。 3、未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“”（）政府采购严重违法失信行为记录名单。
(b)Qualification requirements to be met to implement government procurement policies: 1. Suppliers that meet the requirements of Article 22 of the People's Republic of China Government Procurement Law. 2. Suppliers who have been registered and entered the warehouse under the Shanghai Government Procurement Supplier Registration and Integrity Management Method. 3. Suppliers who are not listed on the "Credit China" website (www.creditchina.gov.cn) as defaulters, major tax violators, or those with serious government procurement violations and fraud listed on the "China Government Procurement Network" ().
(c)本项目的特定资格要求： 1、符合《中华人民共和国政府采购法》第二十二条规定的供应商。 2、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商。 3、未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“”（）政府采购严重违法失信行为记录名单。 4、为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再该采购项目的其他采购活动。 5、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动。 6、与采购人存在资产纽带关系、人事任免关系的供应商，不得参加本项目政府采购活动。 7、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. Suppliers that meet the requirements of Article 22 of the Government Procurement Law of the People's Republic of China. 2. Suppliers who have been registered in the supplier database under the Shanghai Government Procurement Supplier Registration and Integrity Management Measures. 3. Suppliers who are not listed as defaulters on the "Credit China" website (www.creditchina.gov.cn), major tax law violators, or suppliers with serious government procurement violations on the "China Government Procurement" website (). 4. Suppliers who provide overall design, standard formulation, or project management, supervision, inspection, etc. for the procurement project shall not participate in other procurement activities of the same procurement project. 5. Suppliers whose legal representatives are the same person or have direct direct ownership or management relationships shall not participate in the same procurement activity under the same contract. 6.
