Brief specification description or basic overview of the project: This project plans to purchase 1 PM2.5 aerosol online ion chromatography, 1 zero-level air generator, and 1 mobile noise monitoring system. year1 year. (The PM2.5 aerosol on-line ion chromatography and zero-level air generator purchased by this project have passed the import demonstration and can purchase imported products) (see Chapter 3 Procurement Requirements for details).The highest price limit: PM2.5 aerosol online ion chromatography 2,250,000.00 yuan; Zero-class air generator 110,000.00 yuan; Movable noise monitoring system 150,000.00 yuan.

合同履约期限： 合同签订90天内将设备交付至采购人指定地点并完成设备调试且设备正常运行。

The Contract Period: within 90 days of signing the contract, the equipment will be delivered to the place designated by the purchaser and the equipment commissioning will be completed and the equipment will operate normally.

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： （1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。 （4）购买国货政策：本项目PM2.5气溶胶在线离子色谱、零级空气发生器接受进口产品，可移动噪声监测系统不接受进口产品。

(c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织；
（4）若投标人非所供货物的制造商，须提供制造商出具的授权证明文件（若提供产品为国产设备，此条不适用）
（5）本项目不允许转包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China;
(4) If the bidder is not the manufacturer of the goods supplied, the authorization certificate issued by the manufacturer must be provided (if the product provided is domestic equipment, this article does not apply)
(5) Subcontracting is not allowed for this project.
