简要规则描述： 拟对惠南镇春双苑、惠康东苑、鸿飞苑西苑、鸿飞苑东苑、秀园北园、秀园西园、丽冬苑、丽水雅苑（南苑）、汇雅苑（北苑）、汇雅苑（南苑）18个住宅小区部分既有地下电动自行车库加装消防设施。

Brief Specification Description: It is planned to install fire protection facilities in some existing underground electric bicycle garages in 18 residential communities, including Chunshuangyuan, Huikang Dongyuan, Hongfei West Garden, Hongfei East Garden, Xiuyuan North Garden, Xiuyuan West Garden, Lidongyuan, Lishui Yayuan (South Garden), Huiya Garden (North Garden) and Huiya Garden (South Garden) in Huinan Town.

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求： 本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠，残疾人福利性单位， 将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: This project is specifically for the procurement of small and medium-sized enterprises. During the evaluation, the products of small and medium-sized enterprises do not implement price discount, and welfare units for the disabled are regarded as small and micro enterprises.

(c)本项目的特定资格要求： 3）具有消防设施工程专业承包二级及其以上资质。
4）具有建设部门颁发的《安全生产许可证》
5）施工现场项目管理机构拟派人员满足上海市建设工程施工配备要求。
6）拟派项目经理具备机电工程专业注册建造师二级及其以上资格。

(c)Specific qualification requirements for this program: 3) Possess a Grade II or higher qualification for professional contracting of fire protection facilities projects. 4) Hold the "Work Safety Permit" issued by the construction department. 5) The personnel to be dispatched by the project management organization at the construction site shall meet the requirements for construction project staffing in Shanghai. 6) The proposed project manager shall possess a Grade II or higher qualification as a registered constructor in mechanical and electrical engineering.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network ;
