Brief specification description or basic overview of the project: The Shanghai Pudong New Area Special Education School is located at 1890 Yushan Road. This project intends to select a qualified supplier through open bidding to provide nursing staff services for the Shanghai Pudong New Area Special Education School. (Please refer to Chapter 3 Procurement Requirements for details)

二、申请人的资格要求

2. Qualification Requirements for Bidder

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,扶持中小企业政策:本项目专门面向小微企业采购,评审时小微企业产品均不执行价格折扣优惠。(2)残疾人福利性单位,并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation, small and micro enterprise products will not be subject to price discounts. (2) Welfare units for disabled people and treat them as small and micro enterprises.

(c)本项目的特定资格要求: (3)须系我国境内依法设立的法人或非法人组织(本项目不接受分公司以自己名义参加采购活动);
(4)本项目不允许转包。
