简要规则描述: 为贯彻落实《浦东新区持续优化生活垃圾全程分类体系工作方案》的要求,提高生活垃圾分类源头投放便利化水平,对标市区两级建设标准,对垃圾箱房及投放点等进行微更新、专项更新和精品提升建设等便利化改造,提升箱房智能化管理水平,深化垃圾分类智能场景应用。主要包括新做混凝土地坪、新做外明沟不锈钢盖板、拆除混凝土屋面、拆除实心砖墙、新装伸缩雨篷、安装拖把水斗等。(具体数量及要求详见工程量清单)

Brief Specification Description: In order to implement the requirements of the "Work Plan for Continuously Optimizing the Full-Process Classification System of Domestic Waste in Pudong New Area", improve the convenience level of domestic waste classification and source disposal, and in line with the construction standards of both the municipal and district levels, carry out micro-updates, special updates and high-quality improvement construction and other facilitation renovations on the garbage bin rooms and disposal points, and enhance the intelligent management level of the garbage bin rooms Deepen the application of intelligent scenarios for garbage classification. 二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定;

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求: (1)落实预留份额措施,提高中小企业在政府采购中的份额,支持中小企业发展:本项目是专门面向中小企业采购,评审时,小微企业产品均不执行价格折扣优惠。(2)扶持监狱企业、残疾人福利性单位,并将其视同小微型企业;(3)优先采购节能环保产品政策:在技术、服务等指标同等条件下,对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购;对节能产品品目清单中以“★”标注的产品,实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4)购买国货政策:本项目不接受进口产品。

(c)本项目的特定资格要求: 1、须具有建筑工程施工总承包三级及以上资质;
2、具有安全生产许可证(有效期内);
3、拟派项目负责人具有建筑工程专业二级及其以上注册建造师执业资格,具备有效的安全生产考核合格证书,且未担任其他在建的建设工程项目的项目负责人;
4、业绩要求:无;
5、其他要求:无。

(c)Specific qualification requirements for this program: It is necessary to have a Grade 3 or above general contracting qualification for construction projects. 2. Possess a valid work safety license; 3. The proposed project leader should hold a second-level or higher registered constructor professional qualification in the field of building engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 4.
